Founding
The pharmaceutical industry, with its high levels of investment and value-added production, long periods of return and close integration with other technology-intensive industries, has found it difficult to focus on R&D, due to a lack of both funding and qualified personnel. With these problems in mind, the 4th National Science Council meeting in 1991 saw the ROC government set up the "Pharmaceutical Industry Technology and Development Center" (PITDC) with the aim of assisting the domestic pharmaceutical industry in upgrading all levels of its business. U-Liang Pharmaceuticals Company director Liu Chiu-Shen set out to raise NT 40 million dollars in donations from various industries and NT 20 million from the Industrial Development Bureau to establish the "Pharmaceutical Industry Technology Development Center" (PITDC). On January 15th, 1993, the Ministry of Economic Affairs approved the PITDC's establishment as a non-profit organization, and Mr. Liu was given the honor to serve as its first director. As director, Mr. Liu guided the PITDC in raising the quality of its products in the domestic market, and in improving and developing its manufacturing technology.

Since its establishment, the Center has engaged in R&D and industrial development projects on behalf of the MOEA, IDB, Department of Health, and Council of Agriculture. It has served as a bridge between industry, government orders, and expanded the scope of government service to industry.

The implementation of National Health Insurance, the full-scale institution of GMP, the realization of medical division of labor, and the easing of controls on durg imports followin membership in the WTO have caused a revolution in the biomedical industry over the past decade. Responding to these changes in the industry environment, and seeing the considerable potential of the health care equipment industry, the government has made a particular effort to expand its support to this industry and boost its R&D capabilities. In addition, the government also formally renamed this Center the "Medical and Pharmaceutical Industry Technology and Development Center" (the PITDC for short) in 2004. In view of the reality that Taiwan is rife with counterfeit products, the PITDC has stepped up its efforts to protect the public's health and safety in 2005 by expanding its service scope and establishing a superior product certification service. The PITDC is now increasing the breadth and depth of its services so that it can better serve the industry.
