Founding
The
pharmaceutical industry, with its high levels of investment
and value-added production, long periods of return and
close integration with other technology-intensive industries,
has found it difficult to focus on R&D, due to a
lack of both funding and qualified personnel. With these
problems in mind, the 4th National Science Council meeting
in 1991 saw the ROC government set up the Pharmaceutical
Industry Technology and Development Center (PITDC) with
the aim of assisting the domestic pharmaceutical industry
in upgrading all levels of its business. U-Liang Pharmaceuticals
Company director Liu Chiu-Shen set out to raise NT 40
million dollars in donations from various industries
and NT 20 million from the Industrial Development Bureau
to establish the Pharmaceutical Industry Technology
Development Center (PITDC). On January 15th, 1993, the
Ministry of Economic Affairs approved the PITDC's establishment
as a non-profit organization, and Mr. Liu was given
the honor to serve as its first director. As director,
Mr. Liu guided the PITDC in raising the quality of its
products in the domestic market, and in improving and
developing its manufacturing technology.
